The Government has issued a new Circular in compliance with Article 31 of Royal Decree 1047/2022, dated December 27, with the purpose of establishing the national monitoring plan to verify the agricultural areas declared by farmers in their payment applications for the 2025 campaign. This initiative aims to ensure compliance with the eligibility criteria for subsidies within the framework of the reform of the Common Agricultural Policy (CAP), in force since 2023.
The Circular sets forth the methodological bases of the surface monitoring system, also proposing monitoring controls as a complementary methodology to guarantee subsidizability. It establishes uniform criteria to interpret both the regulatory framework and the technical documents, and clarifies the procedures necessary to control non-monitorable requirements. This will facilitate the integration of results into grant management systems.
Moreover, it is intended that the current regulations be interpreted in such a way as to enable a coordinated execution of the monitoring controls at the national level. This coordination seeks to optimize the implementation of the CAP reform, ensuring that farmers comply with the stipulated requirements to receive the aid corresponding to the 2025 campaign.
