The Community of Madrid is about to launch a new call for proposals to fund training actions aimed at improving the competences of local public employees during the year 2025. With a competitive bidding approach, the aid will cover up to 100% of the total cost of the actions, although no beneficiary may receive more than 45% of the total available amount. This system seeks to ensure an equitable distribution of the funds until they are exhausted.
The training programs must be carried out between January 1 and December 31, 2025, although for federations or associations of local authorities the deadline is until November 30. The call for proposals will be available soon on the Community of Madrid's institutional website, inviting interested entities to plan and submit their proposals.
The options for potential beneficiaries are varied. They may opt for unitary plans if they represent a municipality with at least 200 public employees, grouped plans for associations of municipalities, or several local authorities totaling at least 200 workers, or interadministrative plans promoted by federations or local associations in the region.
In the previous year's call for proposals, eleven grants were awarded. These were distributed among two grouped plans, one interadministrative and eight unitary plans in the capital and other municipalities such as Alcalá de Henares, Pinto, or San Sebastián de los Reyes. However, beyond the numbers, the impact was evident in the 10,916 teaching hours that 18,227 students enjoyed. The training was divided into 91 in-person courses, 222 online courses, and 20 hybrid courses.
The topics of the courses were diverse, notably those related to information and communication technologies (ICT), such as artificial intelligence, cybersecurity, and smart cities. These programs also encompassed administrative modernization, the improvement of citizen services, and the optimization of municipal public services, such as libraries, local police, or gardening and environmental services. With this new call for applications, the Community of Madrid hopes to continue strengthening the professional development of its public employees, ensuring an efficient and modernized service for all citizens.
