The tension has intensified among tax inspectors over the possibility that Catalonia could obtain a special financing model, currently under negotiations between the central government and the Generalitat. During the 35th Congress of State Tax Inspectors, held in Salamanca, more than 650 members expressed their concern about the so-called 'Catalan quota', in a meeting tinged with political unease. The president of the Association of State Tax Inspectors, Ana de la Herrán, warned about the risks of creating a 'Parallel Tax Agency', similar to the one in the Basque Country and Navarre, which could compromise the territorial equality of the Spanish tax system.
Tax inspectors fear that an agreement with Catalonia would allow independent administration of the IRPF, which would weaken tax controls and could encourage other autonomous communities to seek similar agreements. According to the pact established in 2024 between PSOE and ERC, Catalonia will begin to manage the Personal Income Tax (IRPF) from 2026, consolidating a bilateral fiscal relationship with the State that entails a solidarity quota and another for state services. While the Ministry of Finance is working on a financing reform, seeking a multilateral balance that still faces consensus challenges with PP-governed communities, the issue has gained prominence after the adaptation of the Catalonia Tax Agency to this model, generating criticisms about its legality and urgency.
