This morning, the signing of the Agreement of the Sectoral Board for Non-University Teaching Staff has taken place in the Community of Madrid. This agreement, signed by the Councillor of Education, Science and Universities, Emilio Viciana Duro, together with ANPE-Madrid and other trade union organizations of the Education Sector Board, establishes norms for the redistribution of the teaching staff's schedule in public non-university centers. Moreover, this agreement aims to improve the attention given to students, the quality of education, and support for the teaching profession, as well as to combat school dropout.
One of the most notable points of the agreement is the recovery of instructional time in secondary education. Starting from the 2025-2026 academic year, teachers who are not tutors will have 19 teaching hours. For the 2027-2028 academic year, teachers with tutoring duties will have their schedule reduced to 18 teaching hours, a measure that will be extended in the 2028-2029 academic year to those without the status of tutor.
Another significant improvement is the reduction of one supplementary hour in Early Childhood and Primary Education. In addition, there will be a productivity supplement for tutors in vocational training cycles. The agreement also includes the expected reduction of pupil-teacher ratios, starting with the first year of primary education and the third year of compulsory secondary education in the 2025-2026 academic year, and expanding progressively in the following years to other academic levels.
To boost efficiency in teaching, measures have also been established to reduce the bureaucratic red tape for teachers, which will begin to be implemented urgently. There is also a plan to increase capacity that will allow the creation of 850 new places in Preschool and Primary Education over the next three years.
Complementing these improvements, the regime of permits and licenses for teachers will be reformed. Now, discretionary leave will be changed from two days in the teaching period and two in the non-teaching period, to three days in the teaching period and one in the non-teaching period.
ANPE-Madrid has expressed its satisfaction with the agreement reached, describing it as a significant advance and a starting point in improving the working conditions of the teaching staff in the region. However, the organization insists that there is still a long way to go to ensure the quality of public education and to dignify the teaching profession. The signing of this agreement represents a firm commitment to the pursuit of continuous improvements for Madrid's teachers.
